The Chicago Bears had an average offseason. Tyler Sullivan of CBS Sports did not see a different team after the offseason and gave the team a C in his latest offseason rankings.

The biggest argument for the Bears not having a strong offseason is the loss of DJ Moore. While the team did not replace him well enough on paper for the offseason to grade out well, the Bears getting back a pick and being able to move off of the money of Moore made it an obvious decision for the team.
They did not add players to replace him this offseason, but the duo of Colston Loveland and Luther Burden is expected to step up and take on a majority of that work.
The Bears lost Drew Dahlman, but it is hard to blame them for this, either. It was a surprise retirement, and the team pivoted well. They added Garrett Bradbury for an immediate starter, but then drafted Logan Jones, which should fix the problem for the foreseeable future. It is hard to get too mad about what they did there, even if the offense might not be as strong as it was on paper last year.
Where the Bears clearly improved is on defense. Everyone will see the name value of Tremaine Edmunds, but he has been a liability for a few years. The team was better when D’Marco Jackson played last year, and Jackson is back.
More than that, they signed Devin Bush, who has the makings of a breakout player. He could be an upgrade from Edmunds and is obviously a better scheme fit since the team signed him.
They added a lot of depth along the interior defensive line, and their safety room should be much better. Coby Bryant signed for the same amount as Jaquan Brikser and Kevin Byard combined, which speaks to the type of appeal those two had on an open market. Bryant is a clear upgrade, and while Dillon Thieneman is a rookie, he is a high-floor player who can start right away. The safety room should be much improved.
If there is any real gripe, it is that the team did not address the edge rusher. Even with that, the overall group is better on paper. The offense is younger, and the future is brighter, while the defense is better right now. That is a win.
